Ask about this service

In brief

What it is

The annual report every title holder submits on the activity of their title, filed in AnnA Minería with the endorsement of a licensed professional.

When you need it

  • You must submit the annual FBM for your title
  • You have forms from previous years pending
  • Your figures do not match royalties or production

What we deliver

  • FBM completed and ready for filing
  • Endorsement by the professional the regulation requires
  • Cross-check with royalties and reported production
  • Review of forms from previous years

The Basic Mining Form, or FBM, is the annual report in which the holder informs the authority of the activity under the title. That information feeds the sector's official statistics. The law requires title holders and mine owners to submit it every year, so a year without production does not exempt them from filing it.

Who submits it and who endorses it

The FBM is a single form per title and per year, adopted by the Ministry of Mines and Energy, and it is submitted by the holder or their attorney. The information is endorsed by a geologist, a mining engineer or a geological engineer with a professional licence, and because that professional signs for what the form states, every technical figure must have its supporting record.

Where it is filed

The form is completed and filed in AnnA Minería, the single platform for procedures before the Mining Authority, where according to the authority's guide it has been submitted since July 2020. The previous system, SI.MINERO, remains only for consulting forms already submitted.

Cross-check with royalties and production

A holder in production also reports production in the Production Control system and declares royalties every quarter. They are different reports on the same operation, and because the authority can cross-check them, it is advisable to review them together before filing. The most frequent errors are these:

  • Figures that do not match: FBM production does not reconcile with Production Control or with declared royalties.
  • Data departing from the PTO: figures stray from what was approved without a technical explanation.
  • Forms without endorsement: the document is filed without the signature of the professional the regulation requires.

From the mining file to the filed form

We review the file and what was approved in the PTO, and with that reference we gather the year's information with you and complete the FBM with the professional endorsement the regulation requires. Before filing we cross-check its figures with the declared royalties and with what was reported in Production Control. If forms from previous years are pending, we tell you which ones and how to deal with each.
